It's not unfair to say that Vincent has a reasonable reaction to, first, an 'inmate' asking casually for a scalpel and secondly, another 'inmate' producing a knife so casually. Which needless to say is to refuse one and go on high alert for the other.

That he doesn't do more suggests he's aware of some unspoken rules despite being new. And he's not completely unfamiliar with 'prisons' that have a certain casual approach for the prisoners to be equipped with weapons. And of course a certain confidence that he can put a stop to any actual bad act.

Though he seems mildly annoyed for a moment when Thrawn cuts his own palm and uses the patch, it's not as if he's going to waste the moment to observe it in action.

But he does seek to swiftly intercede in the knife being returned to Justine; skilled and swift. Should he succeed, he will comment.

"Guess I shouldn't have hoped for the sense not to bring weapons into the infirmary." The tone will be dry. He'll be quite unapologetic about it too.
