Typically bacta is applied in one of two ways; submersion in a tank like the one in the infirmary, or applied as topical patches in far smaller doses.
We have the first but not the second. Which may be an issue, as an inmate reported to me that a warden recently used stitching, something that a bacta patch could have healed far more quickly and painlessly, with less scarring overall.

Vincent sees no reason to keep the two waiting and no one's said that the way point to the infirmary is for emergencies only. So consider it used. He'll either arrive first and be waiting with the requisite patch (still in its packaging and thus probably instantly spotted by Thrawn) or arrive very soon after Thrawn and Justine.
It's probably safe to assume someone else is or was around; Vincent did imply he wasn't in the infirmary at that time until now. But it's probably also safe to say they are busy elsewhere or took a break when Vincent showed up. Or something else.
